Innovation Practice Of Community Mental Correction Of Maanshan

It is an important work of the development and innovation research on Community Corrections, as the reform of penalty.Community Correction is based on community and it is one penalty way to educate and correct inmates.As an integral part of Community Correction,Community mental correction plays an important role in the transformation of the mental quality of community prisoners, establish a complete personality and complete resocialization.Community Corrections piloted since 2003 and development comprehensively in 2007.In ten years,driven by the government,through the explore and actively practice of the Judiciary,Community mental corrections is improving the quality of Community Corrections and helping community inmates to find their own value.It made outstanding achievements on building a socialist harmonious society.Based on rationally defining the concept of community mental correction,The paper made clearly distinction between community mental corrections and community corrections and referred the importance of community mental corrections and community corrections. It proposed theoretical foundation and provide methodology to support for community mental corrections.Though investigation and analysis of Maanshan City community mental correction, we found that Maanshan has accumulated a wealth of experience as the second batch of pilot cities of community corrections.But there are any problems.The community infrastructure correction is weak and the means of mental correction is single and simple.The whole concept is vague. Community inmates are lack of initiative awareness and have resentment to community mental correction workers.The strength of community mental correction professional team is relatively weak.On this basis,this passage makes a deep analysis on the causes of these problems.This paper proposed suggestions of outsourcing.First,explain the concept of outsourcing and analysis the necessity and feasibility of outsourcing.Second,describes the contents and working mechanism of outsourcing in Maanshan City. At last,analysis the practice results and built-in problems of outsourcing in this year. We expect outsourcing as a new model to be promoted and applied in community mental correction and play its role in the practical work of the community mental correction.
