With the social development,the civil servant's material needs and spiritual needs improve gradually.How to improve the civil servant salary performance through establishing and improving scientific talent strategy for civil servants has become the important problem of HR department of government organization.In the civil service management system in our country,the current evaluation system can not fundamentally inspire the spontaneous enthusiasm of civil servants,human resources management model needs to be changed.Career management is a kind of "win-win" human resource management model and is one of the most humanistic model.The importance of employee career management has been proved by the researchers and enterprises.Civil servants in Kaifeng City are investigated and a variety of research methods combined with the career management theory are adopted to study the career of this group in this paper.In this paper,the relationship between career plateau,withdrawal behavior,personal traditional characteristics and work performance of grass-roots civil servants have been discussed,according to analysis of existing literature,the interview for grass-roots civil servants in Kaifeng urban-rural integration demonstration area and 380 questionnaires completed by grass-roots civil servants in Kaifeng urban-rural integration demonstration area.The investigation results are shown as below:(1)Demographic differences analysis was performed for career plateau in Kaifeng urban-rural integration demonstration(?).The age and education level show significant difference in career plateau.(2)The relationship between career plateau,withdrawal behavior,personal traditional characteristics and ork performance of grass-roots civil servants present significant correlation.(3)The career plateau of grass-roots civil servants in Kaifeng urban-rural integration demonstration area can negatively predict the work performance.(4)The withdrawal behavior of grass-roots civil servants in Kaifeng urban-rural integration demonstration area plays a mediating role in career plateau and work performance.The personal traditional characteristics plays a regulatory role between withdrawal behavior and work performance.
