Grid formation is one new mode to realize the informatization,dynamization and refinement of urban community management,which can effectively enhance the level of city management and operation efficiency.Grid manager,as the man in charge of the implementation of grid management,can directly affect the stability and development of the community.And so,focusing upon Xiaonan district of the Xiaogan city,the research takes field-work,questionnaires and unstructured interviews to do a systematic study.The main context can be introduced as follows.1)Ideology and the related concepts.The first part has defined the key concepts and terms,and explained the related theories to lay the research foundation,i.e,refinement management theory,which is based upon scientific management and meticulous implementation,is to minimize management cost and improve management efficiency;personnel administration and public human resource management theory,emphasizing on talent selection,position classification and grading,salary composition,job promotion,etc.;incentive theory,strengthening the importance of incentive techniques to improve staff enthusiasm on work.2)The status and problems of community grid managers construction in Xiaogan City.The survey has been found that there are abundant grid members in the current community management system and a preliminary grid members selection,work-evaluation mechanism has been established,however,there are such problems as the unbalanced quality,high work pressure,non-standardization of the pay treatment,unclear job prospects,low social acceptance for grid members.3)Related experiences and their implications.By analyzing the current problems and relevant research literature,in-depth thinking has been done on how to strengthen grid management team construction based on the local characteristics,with a reference to the management experience in Singapore,America,Japan and other developed countries,as well as the domestic economy such as Beijing,Shanghai,Shenzhen.4)Policy recommendations on how to strengthen the team construction of community grids in Xiaogan City.It is proposed in this section that the criteria for the enrollment and promotion of community grid members should be improved considering the whole process of grid members employment,training,management and assessment;in the meantime,professional training system and staff appraisal system should be established to improve the the overall quality and the work efficiency of grid members;the incentive and security system is to be set up for grid members and the prospects of their career should be quite clear;with the increasing emphasis on the improvement of grid members social status,a specialized and professional community grid member team should be constructed in Xiaogan city.Urban community grid members are set as the particular subject in the research,through which four sub-districts of Xiaonan District in Xiaogan City are paid the field-visits and the administrators,community grid members together with community residents are interviewed.Based upon the systematic first-hand data,manipulation of fine social governance theory and incentive theory has depicted the top-level design and stringent description of urban community grid member quality framework.What is most important,the sound solution and detailed developing path are given to cater for the team construction of grid members under the current urban community environment.
