The Research On Problems And Countermeasures Of Grid Member Team Construction In Ziliujing District,Zigong City

Grid management is a modern grassroots management mode that breaks through the traditional administrative management mode.It breaks the vertical hierarchical transmission mode in the traditional urban management,and is committed to serving the masses in a more precise and accurate grassroots governance mode.After The Third Plenary Session of the 18th CPC Central Committee,"grid management,socialized service for the direction,improve the comprehensive service management platform at the primary level" clearly written into the《Decisionon on several major issue of comprehensively deepening reform》.Decision issued at the Fourth Plenary Session of the 19th CPC Central Committee also mentioned that "perfect party leader of autonomy,the rule of law,the combination of urban and rural grass-roots governance system of rule of virtue,Improve community management and service mechanism,implement grid management and service ".This means that "grid management" has been formally incorporated into the scope of policy,and grid management has also changed from a local innovation to a new requirement for grassroots governance put forward by the national level.Grid management,in its essence,revolves around the management of people,this new mode of grassroots governance stresses the characteristics of"refinement"human nature is changed",it relies on the grid member "high-value" in community work,therefore built with strong grid member of the team for the effectiveness of community governance has a crucial role.Zigong city to promote the urban and rural grid service management work is started in 2014,eight years,has been preliminary established city,county,township and village level 4 service management system,operation quality,and the effect in the province’s advanced level,to improve the ability of early warning forecasting the city’s social stability,laid a solid foundation for safe construction of zigong,provides the economic and social development in zigong city environmental protection.According to the relevant implementation opinions issued by the Municipal Party Committee and the Political and Legal Committee of the Municipal Party Committee respectively,the opinions have clarified the standard of the city’s community grid division,and proposed to strengthen the grid manager team according to the mode of "1+1+N"(1 grid leader+1 professional grid manager+N grid strength).Urban communities of the city have basically complied with this standard.However,due to the uneven situation of grid member team construction in each community,the governance effect of each community is also greatly different.In Ziliujing District of Zigong City studied in this paper,after the implementation of community grid,the service level of the community has been significantly improved,and residents’ satisfaction with community management has been increasing,but the construction of grid member team has been faced with many problems:First,there is the problem of insufficient quantity and low quality of grid member allocation;second,there is the problem of irregular training,ununified assessment and unclear work responsibilities of grid member management;third,the stability of grid member team is not high;fourth,the problem of insufficient construction funds.The reasons for these problems mainly lie in the imperfect recruitment mechanism of grid staff,unreasonable setting of grid staff,imperfect guarantee and incentive mechanism,and insufficient attention of local party committees and governments.As grid workers who work at the forefront of solving practical difficulties for the public,they are often controversial because of their working mode and working ability.Therefore,building grid workers has become the key link of community grid management.This paper thinks that we should strengthen the construction of grid member team from the following aspects:improving the threshold of access,perfecting the management system of grid member,perfecting the incentive guarantee mechanism,strengthening the attention of local government,etc.Although the research topic of this paper is small,it cannot be used as direct guidance or suggestion for the administration of government departments,but the research perspective is objective and subtle.The research process closely revolves around the district Political and Legal Committee and each community.The research conclusion can provide some reference for the construction of grid members in other communities at the same level.
