The Development Situation Investigation And Countermeasure Research Of Private Pension Institutions In Xiayi

As China has entered the aging city, pension has become a problem to be solved urgently by our country and society. With the gradually refined social division of labour and smaller family structure, family pension mode institutions has already become an important support of China's social old-age service system.There are two private pension institutions in Xiayi at present, which are Chengguan and Chezhan Nursing homes. One is located in Xiayi and the other is located in a town. Chengguan Nursing Home has existed for a dozen of years and has made much profit. While Chezhan Nursing Home is at its early stage and has not been able to make a profit. Though both are at different stages, they have the same dilemma.By analyzing and comparing existing documents, we find many problems in the development of rural private pension institutions on the basis of field research. Support policies are hard to be implemented because of difficulties in government approval. In order to encourage the development of pension business, our country has put forward a number of preferential policies, but in reality the effect is not satisfactory. Insufficient funds lead to inadequate infrastructure facilities and lack of medical support. The traditional ideology hampered the development of private pension nursing homes. The rural elderly have a universal pension expectation for their children especially their sons. They hope to rely on their family. There is unfair competition with public nursing homes. Public nursing homes did not play a fundamental underpinning pension function. At the same time public nursing homes have national financial support. Investors have different diversities and the investment chain is not safe. When private nursing homes are lack of fund, they are not easy to get it from bank. The infiltration of private lending makes the investment chain unsafe.For these reasons, we should strengthen policy support and change the traditional mode of performance evaluation. We need to improve hardware and software configuration and implement the training of nursing workers. What's more, we must strengthen publicity of private nursing homes in people,the awareness of respecting the elderly should be raised in the whole society. We should promote the transformation of public institutions and optimize the internal structure of the pension system.The government should launch the assessment and supervision of private nursing homes in order to improve their overall level. Our goal is to build a more perfect rural old-age security system with grassroots government as the main body of supervision and support, home care as the main part, private nursing homes as the important support.
