Research On The Problems And Countermeasures Of Minimum Living Security In Dalian Cirty

The minimum living security system is the basic system of China's social assistance system, known as "the last safety net". False subsistence is accompanied by the establishment and development of the minimum system gradually, become a safe online security knot. This article focuses on the problem of false living in Dalian City, to find the origin of false minimum parasitic on the subsistence security system under the low false find solutions to the problem, so that the healthy development of the minimum living security system.Based on the exploration of the theory on the management of social welfare system abroad and domestic on minimal assurance system and its optimization, this paper designs the questionnaires and interviews on false minimal assurance to investigate the situation in Dalian. Secondly, according to the result of questionnaires and interviews, this paper reveals the causes of false minimal assurance through the analysis of subsistence management process, and tries to find the correct direction to solve the problem of false guaranteeing. Finally, the research proposes following countermeasures to contain the false minimal assurance and optimize the management of minimum living security:the overall design from legislative perspective, and reconstruction of administrative management, dynamic management and supervision system.Research on false minimal assurance tries to find the problems and shortcomings, and provide some suggestion to keep the orderly development of minimum living security system, and promote the active role of social assistance in Dalian.
