Research On The Problems And Countermeasures In The Current Rural Subsistence Allowance Work

As a guarantee work of social assistance,the rural minimum living security system has played a positive role in safeguarding the basic survival rights of the rural poor,ensuring the basic livelihood of the poor in rural areas,promoting social equity and justice,accelerating the construction of a new socialist countryside and building a harmonious society of urban and rural integration.At present,our country is in the decisive stage of building a well-off society in an all-round way and the year of fighting out of poverty,which puts forward higher requirements for the rural low-security system to give full play to the role of bottom-up protection.However,there are still many problems in the grass-roots practice of rural low-insurance work,which affect their effective play.In this paper,X County,Shandong Province,as the research object,through the X County rural low-insurance work status quo empirical analysis,including X County rural low-insurance processing procedures,the number of rural low-insurance objects and coverage changes,low-insurance standard changes and low-security work norms to carry out the specific performance.In-depth discussion of the current X County rural low-security work facing the difficulties,problems and reasons.This paper summarizes the main problems existing in the rural low-insurance work in X County,including the difficulty of accurate identification of rural low-insurance objects,insufficient standardization of low-insurance policy operation,poor adjustment of low-insurance objects,insufficient supporting measures for rural low-insurance system,insufficient team strength and limited level of business.The reasons for these problems are the incomplete identification method of rural low-insurance object,the imperfect supervision mechanism,the imperfect exit mechanism,the lack of integration of supporting resources,and the weak construction of rural low-insurance institutions and teams.In view of the outstanding problems,the countermeasures and measures to improve the rural low-insurance work are put forward:improve the construction of the rural low-insurance work system mechanism,including the establishment of a scientific low-security object screening and identification mechanism,improve the dynamic management exit mechanism of rural low-insurance objects and strengthen the supervision and management mechanism of rural low-insurance work;This includes increasing the publicity of rural low-security policies,improving the construction of laws and regulations on rural low-insurance and strengthening government employment and skills training assistance,strengthening rural low-security work institutions and team building,including strengthening the strength of rural low-security workers at the grass-roots level,rationalizing the management system of rural low-insurance workers and strengthening staff training,and enhancing their working capacity.It is hoped that this paper can help to implement the grass-roots rural low-security work and give full play to the role of rural low-security insurance.
