The minimum living security system of city residents is the core content of oursocial assistance system, since1999formally implemented, after mentioned standard,extended the coverage and the "fringe benefits", it has ensured that the fundamentalrights of the urban poor living persons, and given full play to the last "safety net" role,and promoted a stable social and economic development. But we face with a realproblem: subsistence allowances cannot let people out of poverty. This requires minimalassurance relief changes from negative material aid to capacity building. Through thepromotion of minimal assurance personnel employment, improve their standard ofliving. With the increased proportion of ability to work in low staff, it is more necessaryto study how to promote a city minimal assurance personnel employment.Based on four theories of poverty traps, a negative income tax theory, poorself-cycle theory, second-generation welfare thinking, using of literature analysis,empirical analysis, comparative analysis, statistical analysis and other research methods,the paper takes the Shanxi Jinzhong City Pingyao County as an example. This researchstudies the implementation situation of Urban minimum living security system andemployment promotion policies in Pingyao County, conducting a questionnaire surveyon living and employment conditions of urban minimum living security personnel inPingyao County, then summarizes up related problems. On the basis, this paper analyzesthe institutional, economic, social and personal factors associated with minimalassurance personnel employment promotion system. At last, drawing on the experienceat home and abroad, this paper puts forward the basic idea, and improves the systemdesign of urban minimal assurance personnel employment promotion, such as changingthe way income deduction, setting employment promotion factor; increasing flexibilitycomes with the policy of guaranteeing; gradually adjusting guaranteeing Guarantee onthe differential relief way; the establishment of low staff waning help system. This paperputs forward minimal assurance personnel supporting measures to promote employmentfrom the government, society and individual level.
