The Development Model Of Aborigines Rural Community In Taiwan And Its Enlightenment

With the development of the rural economy and the acceleration of urbanization process, the original villages gradually convert to rural community through the modification or reconstruction. As the national management units, rural community is not only the key to the development of urban and rural areas, but also the support of rural residents' life and economic development. Rural community development in Taiwan has been decades and made great achievements. Agricultural modernization level is higher, the farmers' income and culture level ascend continually. On the basis of the development experience of Taiwan's Tea Mountain village community, we summarize its NPO one-on-one development model. Furthermore, on the basis of the comparison of salvation to minority rural areas by the Hui and Salar nationality salvation organization in Qinghai Province, we hope it can provide fresh direction to the development of rural community.After the analysis about rural community development in Chinese mainland and Taiwan region, as well as foreign countries, this article defined the main concepts and the main factors involved in affecting rural community development. With the theories of autonomous governance theory, the community self-organization theory and Salamon's theory of "partnership between the government and NPO", the author summarized the three stages of rural community development. In the main part, as the case of this paper, the author described Tea Mountain village in background, the stages of development and its main achievements, thus extracted the NPO one-on-one model. In this model, specific NPO as a consultant and the most important partner, community leaders and the organization as the leader, community residents as the main force, combined with the government, enterprises and other social organizations'economy and technology knowledge, under the correct business strategy, the community developed rapidly. In comparison with the salvation to minority rural areas by the Hui and Salar nationality salvation organization in Qinghai, on the basis of differences in mainland and Taiwan in background, it is concluded many enlightenments in the development of rural community. Respectively, rural community and NPO's accurate pairing model in different periods, the inspiration of the residents'motive power, economic transformation in each rural community, government's funds and policy support for rural community and NPO, and the practice of enterprises and social organizations.
