E-government is a government department through the use of computer, Internet and other modern information communication technology, implement open, fair and transparent governance process. Compared to the traditional government, the advantage of e-government lies in its administrative way of electronic, that is, the administrative way of paperless, the network of information transmission, the administrative legal relations of the virtual. In this paper, the electronic government municipal government power configuration, the government operating mechanism and e-government projects, including the system.The e-government project is a major project, including e-government embedded policy, the development of e-government embedded policy is an important part of the reform of the administrative system of the state.At present, China's electronic government system is generally low efficiency problems, the reason is that the electronic government system top-level design is not perfect, the operating mechanism is not standardized, infrastructure construction is lagging behind and so on. Therefore, this study will explore the development model of e-government projects in accordance with the laws of China's social development on the basis of previous studies.The purpose of this study is to enrich the case study of China's e-government projects, and to provide theoretical basis and macro level institutional analysis for the government to implement e-government project development program.This study mainly includes the following three parts:The second chapter is the research hypothesis proposed in this paper, two main research hypothesis, namely e-government embedded policy operational mechanism of the government play role assumptions and the operation mechanism of government power distribution play a role assumptions; The third part of the thesis is the case study part, through the analysis of the case of China's e-government projects, the two part of the second part of the empirical research hypothesis;The fourth part of the thesis is to study the enlightenment part, to evaluate the internal governance structure of e-government embedded policy, and summarize the development model of e-government embedded policy, and put forward suggestions on the development of e-government projects in China.The main research methods used in this study are literature research, case analysis, policy literature quantitative analysis and social network analysis.Literature research method mainly defines the core concept of the paper in theory, and verify the development of China's e-government project two theoretical assumptions, review the relevant research methods; Case analysis method is based on the case of China's e-government projects, the two part of the empirical research papers put forward second research hypotheses;Policy literature quantitative analysis method is mainly statistics in 1999 has various departments of the central government promulgated the number of e-government embedded type policy, quantitative analysis, to understand the evolution of China's e-government embedded policy formulation, clearly define the scope of the policy effect, grasp policy trends;Social network analysis using UCINET6.0 software and the national e-government project directly related to the policy text of the inter departmental cooperation network.
