The Optimization Research On The Functions Of Urban Management Department In Chaoyang City

After the continuous exploration and development,the city comprehensive law enforcement has made great achievements.But the contradictions and problems in city administrations are more and more.In order to adapt to the needs of the new situation, we must deepen the reform of urban law enforcement system.The mandate of government agencies embodies the basic contents and directions of the activities of public administration, which is the vital response of public administration. So,to improve urban management, it is very essential for the urban manage departments to began exploration and practice of optimization functions.The research used Literature method, Practice Analysis, Comparative analysis and System analysis methods so on, studies the optimization of Chao Yang urban administrative department to improve the levels of law enforcement and service a, to explore the road to harmonious urban governance,and to provide reference to the Chao Yang city management.To find problems and point out the reason by the analysis of the state of law enforcement agencies function. Describes the other domestic and foreign mature experience of city management, and focus on demonstrating the functions optimization program of the urban management department in Chao Yang. Then presents recommendations to the functional regulation of urban management and law enforcement agencies.The author concludes with the suggestions as follow, scientific and standardized institutional authority,improve the legal system,use multiple management tools, and innovate management system to strengthen law enforcement cooperation to solve the problem of power allocation.I choose the mandate configuration issues of Chaoyang urban management department as the study object of urban law enforcement system,because it has both universality of urban management department in municipal level,and also because of the urgency and plasticity of reform.It has not only suggestions on institutional aspect, but also has improval proposals of practical operation. It is feasible, which can lead the rest of the urban management departments to optimize functional allocation,to straighten the law system of urban management and to solve urban problems. All these have certain model significance for them.
