Law-based governance, to build a socialism state with an adequate legal system, is a basic strategy in Governing the country by our party and country. Administration by law is the basic requirements in Law-based governance in our country, the basis to develop The Chinese characteristic socialist politics, the protection for structure of the socialist market economy, even more the mark of the modern civilization. In our country, we have Province-city-county-town four level government link, and the grass-root government stays in the end of the government link, but it plays the important role in the administration by law. There are 39,000 such governments and millions of public servants who are keeping in touch with the masses mostly and directly in the whole country. The administration by law in the grass-root government directly influence the Law-based governance in the whole country, according to the comprehensive analysis of the administration by law in the grass-root government, we can find that there are still many problems to improve, such as the concept of the administration by law is weak, the system of the administration by law needs to be more complete, the supervision of the administration by law needs to be strengthened. The existing of these factors seriously influenced the administration by law in the whole country. The effective actions must be taken to change the present situation, especially in the concept, system and execution fields.Here we firstly summary the current situation of the administration by law in the grass-root government, and then analyze the reasons of the problems in the administration by law in the grass-root government, and finally give the suggestions and countermeasures to improve the work in the administration by law in the grass-root government, hoping giving my personal advice and some reference.
