Study On The Function Of Science Technology To The Urban Community Governance

Urban community governance concept originated from the study of social relations, which mainly emphasizes on the management of city public affairs through cooperation and coordination and compensates for the lack or failure of the state and market in the allocation of social resources process. Community is the basic unit to achieve urban community governance. To realize the organic combination of urban community management and science technology is not only the key point of urban management but also the foundation of "Good Governance". The Eighteenth National Congress of the CPC's report clearly stated the following tasks: "to improve the government's provision of public services, to strengthen grass-roots social management and service system, to increase the urban and rural community services".Since the reform and opening up, China's large and medium-sized cities have set off a wave of community building. And at the meantime the urban community governance has emerged and expanded rapidly at the following cities: Chengdu, Beijing, Shanghai,Wuhan, Qingdao, Shenyang and so on. With the rapid development of science technology we can gradually accelerate science socialization and social scientificity.In the process of human's cognization and transformation towards nature and society,more and more science and technology methods will be used and the relationship between science technology and society will be closer. How to use the science technology during the urban community governance has important theoretical and practical significances to the urban community governance effectiveness evaluation under the new situation, which is also the vital element of urban community governance.At present, there are not many studies concerned about the science technology influence on the urban community governance in the domestic field. And the effect of science technology is not obvious in the process of urban community governance.Neither the governance decision-makers who are responsible to make a urban community governance planning nor specific staffs engaged in community affairs do enough researches about the scientific and technical aspects of governance methods. It takes the administration as the major research direction regards the particular communities in Beijing, Shanghai and economically developed regions as the research object. In contrast the studies on other cities community governance are insufficient.From the perspective of the positive function of science technology to urban community governance, science technology is the basis and driving force ofstrengthening the urban community governance. Firstly, we can enhance the comprehensive management level through the use of innovative science technology when we govern the city community; the second is that we can use modern science technology to foster a culture of literacy and public sentiment of community residents,to narrow the distance between government and community residents and to enhance the level of community management service; thirdly, we can rely on science technology to achieve simultaneous development of economy and community development, and gradually realize modernization. From the perspective of the negative function of science technology to urban community governance, there are a lot of issues: a lack of scientific technological application's concept, a relatively lagging-behind security, a lack of planning and others. Thus we need to raise awareness and enhance co-ordination, to build intellectual team and implement financial security, to carry out multi-stakeholder organization and adopt other ways.With these methods we can circumvent the application problem of science technology and promote its effective application in urban community governance and improve public understanding of the proper use of technology, by which we can make science technology become a facilitating power of social harmony, good community governance and good citizen's heart.In the framework of the interaction between technology and society, this paper draws on theoretical knowledge and methodology used by techniques to guide the science technology to do research on the function of urban community governance.By clarifying literature review and analysis, stating the core concept and learning from some practices in domestic city's community management of science technology aspect, it is able to make some comments and suggestions and reflect both positive and negative management's effects brought by the science technology and provide fresh cases and experiences to correctly clarify and grasp the relationship between science technology and the use of community governance and human. This paper consists of five parts. The first chapter, by analyzing the background of the urban community governance we can draw theoretical and practical significances that science technology to urban community governance and describe the development and research result on urban community governance in both overseas and domestic field in a way to provide theoretical guidance for the next discussion and support; the second chapter, on the basis of previous studies this paper will analyze the structure of urban community governance, including the main body of urban community governance, the basic form, object and means. And then from the perspective of science and humanity, technology and society it will analyze the relationship between science technology forms and urban community governance structures and discuss the role of science technology functions: both stimulative and obstructive sides; the third chapter, combined with the application of science technology in urban community governance, especially through surveys and case studies focused on the preliminaryresults that the application of science technology to community governance in main cities of Chengdu, this chapter will discuss the relationship between China's urban community governance and science technology and introduce the science technology application status and enlightenment during the construction of wisdom cities; the fourth chapter, it will make a comprehensive analysis of science technology faced by the cities: the concept is relatively backward, the overall plan is not sufficient, people financial security deficiencies and inadequate social participation and other issues.And it gives the reasons for problems; the fifth chapter, for problems of the science technology used in the Urban Community Governance, it will respectively give suggestions and comments from the six following aspects in the governance process:principles, ideas, planning, protection, participation and subject, the construction of wisdom cities. Finally, this paper will summarize the conclusions based on the parts that were previously discussed.
