The Study On The Government Accountability For The Development Of Nursing Home In Urumqi City

An aging population problem has already become a major topic confronted by the Urumqi Government. With the ever-increasing population of old people, demands for old-age nursing service also have been improved constantly. In addition, with the gradual exposure of family support defects, an increasing number of old people spend their remaining years in comfort in a nursing home. Though the nursing home in Urumqi City has been developed rapidly in recent years, nursing home is still faced with unbalanced regional development, unmatched service facilities, and low professional service ability, etc., by comparing with elder population with faster growth rate. In the paper, the nursing home in Urumqi City is regarded as a research object. Beginning with the government accountability, the author studies accountability assumed by the Urumqi Government in the nursing home development and how to ensure old people can enjoy more excellent old-age nursing service. Based on it, the author proposes corresponding recommendations on the Urumqi Government, so as to make the nursing home in Urumqi City have rapid benign development.In the paper, a method that combines questionnaire with interview is adopted to conduct field interview and survey on governmental management and nursing home. The interview with the governmental management gives priority to staff in social welfare office of Civil Affairs Bureau in Urumqi City and officers in regional and county civil administration. For the interview in the nursing home, 26 nursing homes are selected in accordance with subject nature and scale of the nursing home. By mastering development status and dilemma confronted by the nursing home in Urumqi City, performance of Urumqi City's accountability in the nursing home development is known. Through interview, it is recommended that Urumqi Government have some problems in the performance process of accountability in the nursing home development, such as imperfect policy support mechanism, insufficient capital investments, shortage of planning arrangement, and imperfect working mechanism, and insufficient supervision strength.By aiming at the above-mentioned problems, some recommendations are proposed from three aspects, including environment construction of nursing home development, perfection of governmental accountability's performance mechanism, and talent development of old-age nursing service: First of all, the government should reinforce innovation for operational mechanism of the nursing home, enlarge capital investments in constructing nursing home, and explore cooperative mechanism between medical institutions and the nursing home positively; Secondly, the government should perfect management setting and emphasize on implementing relevant policy of nursing home development; Thirdly, the government should improve professional staff treatment of old-age nursing service and enhance service level.
