The Research On Service Of Virtual Nursing Home In Chengguan District Of Lanzhou

Facing the grim situation of aging and the objective fact that the family function of supporting for elderly shift, how to care for the elderly has become a common topic in society. China has put forward the development of community home care model, and encourage all places to practice the model with the local realities. A focus on this issue of academic is that, to what extent the western theory of social welfare should be referred, and how to be used in the development of our social service.In view of the above-mentioned facts, the research is based on the theory of welfare pluralism, put the wheels of welfare as the analytic tool, and uses questionnaire and interview:the questionnaire is for 102 old people joined the Virtual Nursing Home, while the interview is for two leaders of Virtual Nursing Home and two staffs of joined enterprises, with three dimensions:provision, finance, decision to analyze the service of Virtual Nursing Home. The research found that, the service on the dimension of provider, which shows the multiple trend. One the dimension of finance, the combination of public finance and private finance has to promote the social development of pension services. On the decision-making dimension, public decision is dominant while the private decision is a lower level. There are three innovations of virtual nursing home in Chengguan District, includes:the mode of Chengguan District government manage the pension services has changed from directly to indirectly. The concern for normal elderly has growing, the benefits, of service are spreading. Commercial enterprises enter to the pension services field. The cooperation relationship between the government and the commercial enterprises has expanding. While three issues arisen. Firstly, the community participation is lower. Secondly, for the higher financial pressure, the development of Virtual Nursing Home is unsustainable. Lastly, the private decision-making power is lower. So there are three advices for Virtual Nursing Home. First, establishing more community autonomy organizations and day care centers. Secondly, guiding multi-power to join pension services. Lastly, developing kinds of purchase patterns.
