Research On Application And Institutionalization Of Public Opinion Survey In Government Administration

The basic system of citizen participation has been established, but the institution of regulating the behavior of citizen participation, opening channels of citizen participation and protecting the rights of citizen participation is still inadequate that seriously hampering citizens effectively participate to the process of government policy. It is necessary of citizens that taking part in the government administration as the awakening of democracy and increasing requirements of scientific administration. As a way of public participation, public survey is increasingly used in the areas of government administration, depending on the feature of differences with the other forms of citizen participation. But due to a number of reasons, public survey can not achieve its purpose in the area of governance. However, the times requires that government administration must be more fit with public opinion in order to achive the target "according to the Constitution to governance". Thus, institutionalizing the public opinion survey becomes the only option to strengthen application of the public opinion survey in government administration.Public opinion survey is gradually showing a thriving trend in a period of development in our country. In the case of the application of the public opinion survey in government administration in recent years, government has being showing a high appraise to the opinion survey and increasingly using it. However, the other side is that, due to the lack of social awareness, the neutrality issues of public survey agencies and inadequate coordination with the other participations, the absence of the legal system, etc. public opinion survey is often in an awkward position, where it can not be well applied to government administration. It is very necessary to find the focal point in order to promote the institutionalization of public survey, through clarifing the relationship between the two and peering out the positive interaction. The idealized model of the relationships of public opinion survey and government administration in this paper is both the direction and the power of builting healthy relationships between the two. We can start with developing public opinion, government actions construction and related system construction to get rid of the embarrassment relationships between the two. A whole set of strategy of promoting institutionalization is proposed. Starting with the development of public opinion survey, government accomplishment and the system building, I hope that the institutionalization of public survey process should be orderly drived on in an overall and systematic thinking.
