Study On The Construction Of The Portal Of National People's Congress

With the advent of the information age, China's information and communication technology makes great progress. Electronic People's Congress emerges as the times require. The portal of National People's Congress is the main form of Electronic People's Congress. It provides an effective mean to serve NPC organs, contact representatives and make the contact between representatives and masses more closer. NPC portal is the most important part of the NPC and its Standing Committee in the aspect of information construction. The research of construction on the portal of National People's Congress is of great significance.From theories to analyzing the present situation NPC, suggestions and opinions to construction of portal of the National People's Congress are given. First, the author analyzes related theories. And based on available informations, the author gives the specific details of the construction and effective evaluation methods. The assessment focuse mainly on portal's core indicators and performance index. At the same time, different levels of indicators are weighted. Secondly, throungh the analysis of current portal of the National People's Congress, the author looks for the insufficients and find the reasons, including opaque procedures, the negative attitude of using information technology, network technology can not meet the practical needs of people and so on. Finally, there are suggestions for the construction of the portal of NPC from aspects of institution, manage and technology.
