The Research On The Construction Of County-level People's Congress Portal In Hunan Province

The use of information and communication technology has provided challenges to the development of e-government and democracy, since the internet was highly popularized in this modern society. The National People's Congress is part of the e-government construction, which is important for both improving administrative efficiency and developing democracy. The construction of portal is becoming more and more important, since it is one of the main platforms to communicate with people and an important tool to improve working efficiency.The construction of People's Congress portal is of great significance in both completion of the system of People's Congresses and advancement of democratic process. It is obvious that the construction is necessary in both the theory and practice side. By browsing the county-level People's Congress portals of Hunan Province, we can have an overview of portals, and grade all the portals on the basis of a set of indicators, which contains the functions of People's Congress, such as the representative function, the supervision functions and so on. According to the scores, we can get the conclusion that we have made some achievements in developing the portal of county-level People's Congress in Hunan province. But still there are many problems, including the low construction rate, the uneven construction level, and the low utilization rate and so on. There are many factors lead to these problems. Firstly, we haven't paid enough attention to the construction of portal. Secondly, the planning work in a higher level was lacked during the construction of portal. Thirdly, the legislation work hasn't kept up with the construction of portal. In order to solve these problems, this paper takes the local representative organs'portals of UK and US as examples, to summarize the successful experiences, and taking the governance theory and political participation theory as a guiding. Try to make suggestions mainly from the changing of ideas, construction of institution, legislation, web designing and resource-inputs. Hope these proposals are useful for the construction and improvement of county-level People's Congress portal.
