Study On The Connection Mechanism Of Social Assistance For Coptic Vulnerable Groups In Egypt

Under the influence of multiple factors of Egyptian history,culture and reality,the social assistance of Coptic vulnerable groups has formed a diversified governance system dominated by the government and actively participated by Coptic non-governmental organizations and churches.The multi aid governance system not only strengthens the aid force of Coptic community,but also improves the aid effect of Coptic vulnerable groups.However,the loose structure and fragmented relationship between rescue subjects seriously affect the cooperative force of multiple subjects;The vague positioning of rescue function and the fracture of connection lead to the separation of subjects,and the overlap of rescue blind area and rescue is difficult to solve;The high leakage value and low interoperability of rescue resources cause a huge waste of rescue resources.The structural problems existing in the subjects,functions and resources in the multi aid governance system have caused the fragmented Governance Dilemma of Coptic social assistance affairs.Through the literature method,combined with the questionnaire survey data,this paper constructs the analytical framework of the Social Assistance connection mechanism of Coptic vulnerable groups by using the holistic governance theory,analyzes the social assistance governance practice and fragmentation of Coptic vulnerable groups,and puts forward to solve the fragmentation Governance Dilemma of social assistance affairs of Coptic vulnerable groups,We should use holistic governance to coordinate government assistance and Coptic folk assistance,and build an effective connection mechanism.First,we should optimize the external environment,build a harmonious and fair social atmosphere,and strengthen the identity and political identity and trust among multiple subjects.Second,improve the legislation of social assistance system,clarify the rights and responsibilities of relief subjects,and guide all relief subjects to participate in social assistance affairs in an orderly manner.Third,integrate the internal relief functions of the government,actively give full play to the relief advantages of Coptic non-governmental organizations,and establish a joint relief mechanism.Fourth,through the establishment of a dynamic rescue management system,realize the information sharing of multiple subjects,give play to the differentiated rescue functions of different subjects,and respond to the needs of rescue objects.Fifth,integrate multi-level information resources,establish a central large database,rely on the large database to strengthen the complementary advantages of capital,talents and other resources of both sides,and further give full play to the resource advantages of different subjects by improving government purchase services.Stones from other mountains can attack jade.The holistic governance theory shows the direction of government transformation in the future.Through the investigation of the social assistance governance practice of Coptic vulnerable groups in Egypt,and summarizing the lessons,this paper puts forward some enlightenment suggestions to optimize China’s social assistance governance structure in the new era.Social assistance for Coptic vulnerable groups is an important part of social assistance in Egypt.Cutting into the practice of social assistance governance in Egypt from the perspective of Coptic groups and focusing on the research on its governance structure can not only further promote the academic research on the internal social governance of countries in the Middle East,but also more completely present the prospect of social assistance governance in Egypt,It has certain positive significance for improving the content of Egypt’s social assistance system.
