The meaning of the term major administrative decisions has been frequently debated in the field of administration, but the connotation and extension of this term can not be effectively defined. Even more, study on the system of lifelong responsibility in administrative is still blank. The Party's Fourth Plenary Session of the 18 th CPC Central Committee has proposed the construction of the system of lifelong responsibility for major administrative decisions.In order to adapt with China's national conditions, the importance of the construction on system of lifelong responsibility for major administrative decisions is to define the connotation and extension of it, to distinguish major administrative decisions and general administrative decisions and emphasize the difference between lifelong responsibility with the existing system. Based on this, this study focused on four aspects of lifelong responsibility for major administrative decisions.Firstly, use qualitative analysis to study major administrative decisions and lifelong responsibility.Secondly, study on the establishment of its theoretical basis, and illustrate the legitimacy of its theoretical source. Thirdly, analyzed the realistic conditions of he construction of this system. Although the rule of law and public awareness of democratic in our society has taken shaped step by step, the current construction of the system in the process still have many obstacles, such as the official standard ingrained and the difficulty in defining collective responsibility. Fourthly, based on the principles, constituent elements, basic procedures to study the construction of system of lifelong responsibility for major administrative decisions.
