Study On The System Of Lifelong Responsibility For Leading Cadres' Major Administrative Decisions

Erratic decision-making is the most serious mistake,the harm and loss caused by erratic decision-making on major administrative issues is more serious than corruption.Under the political ecology of non-compete,the decision-making power of leading cadres is lack of strong supervision and restraint,erratic decision-making is not followed by a set of mature and perfect mechanism of accountability.As a result,the phenomenon of “decision-making taps head,perform clap breast,leave ass” is often seen,which makes much negative effects on the party's cohesive forces,the government's credibility and people's centripetal force.the system of lifelong responsibility for leading cadres' major administrative decisions is aimed to tight the cage of system,use the “sword “of accountability to urge leading cadres to be strictly to unavailability,scientific decision-making,and fulfillment of life responsibility.However,under the current conditions,there are still many immature,imperfections in the system of lifelong responsibility for leading cadres' major administrative decisions,for example,life accountability subject,object,content,form,procedure and legal basis are not clear,all of those are need to be perfected by the further exploration of theory and practice.Guided by the dialectical materialism and historical materialism,the paper is aimed to have a clear and precise expatiate and consideration by doing a deep analyses on the history and reality,theory and practice.the paper includes four parts.The first part is an overview of the major administrative decision-making lifelong responsibility system,explicating the basic connotation of the major administrative decision-making lifelong responsibility system by clarifying the major administrative decision-making and lifelong responsibility system,combing the development course and theoretical basis of this system from the historical dimension and the theoretical dimension respectively.The second part cleared the major four functions of the major administrative decision-making lifelong responsibility system,including policy optimization,power supervision,political constraints and social stability,and established the basic principles and accountability this system should follow on the basis of absorbing the relevant laws and regulations.The third part combed the achievements on theory and practice,and the problems exiting in the accordance,subject,object,blame form and way,and expounded the reasons.The fourth part focuses on the reality of problems the major administrative decision-making and lifelong responsibility system is facing in our country,from the basis of the major administrative decision-making lifelong responsibility,subject,object,the blame form and way and run program,putting forward paths and countermeasures to improve it.
