Research On Lifelong Responsibility Of Major Administrative Decision

At the Fourth Plenary Session of the eighteenth Central Committee of the Communist Party of China,the decision of the Central Committee of the Communist Party of China on comprehensively advancing major issues of rule by law was made.After the decision was put forward,the related exploration of the system in Hunan and Shandong provinces was carried out.However,our current research on administrative decision-making has been in a state of absence in the scope of administrative law.In addition to the complicated situation in the reality,it is still facing many difficulties to establish a complete major policy lifelong responsibility system in our country.The purpose of this paper is to summarize the research results of the lifelong accountability system of major administrative decisions,draw lessons from other countries'experience,find the problems that need to be solved when constructing the system,and propose corresponding solutions,so as to provide countermeasures for the legislature.This paper starts from the general theory of administrative decision-making,administrative decision-making,focus on concept of lifelong accountability theory and the system function are analyzed,the status of relevant legal norms combed our country of the system,on the basis of the difficulty in China's construction of the system and puts forward the corresponding solution.The process of research is based on theoretical analysis and literature analysis.The innovation is closely related to the relevant norms of the current major administrative decision-making system,and the path to improve our system.In addition,through consulting the Japanese legal works,the local similar system has been obtained,and foreign experience has been used for reference.However,due to the fact that the author lacks practical experience and has not yet found the feedback data of the implementation of the lifelong responsibility system of administrative decisions,there are still many shortcomings in this paper.
