Since the emergence of the government,decision-making has become one of its most important management activities.For a long time,major administrative decision-making errors caused by arbitrary decision-making and blind pursuit of political achievements have caused huge losses to the government’s image and public resources.At the same time,the bad consequences caused by incorrect or improper decision-making are concealed,and it will take some time to discover,which creates great difficulties in accountability.The problem is the voice of the times.To build a rule-of-law China,we must proceed from the current situation and tasks,adhere to a problem-oriented approach,and strive to solve the deep-seated problems that restrict the construction of the rule of law.Based on this,this article focuses on the general theory of major administrative decision-making and its lifetime responsibility investigation,combined with existing legislation and preliminary practice,and attempts to discuss the practical issues of major administrative decision-making lifetime responsibility investigation.In addition to the introduction and conclusion,the full text is divided into four parts.The first part is the logical starting point of the subject research,focusing on the basic theories of life-long accountability for major administrative decisions,and separately discusses the conceptual cognition,theoretical basis and era value on which life-long accountability for major administrative decisions is based.The second part focuses on the historical evolution logic of the life-long accountability of major administrative decision-making,and specifically discusses the initial consensus and the phased positive results obtained from the system’s emergence to the development stage from the two levels of system text and practical operation.The third part focuses on summarizing and reviewing the preliminary results of life-long accountability of major administrative decisions,from the perspective of life-long accountability,the multiple subjects’ powers and responsibilities are unclear,the scope of accountability is not clearly defined,the substantive connotation of life-long accountability is divergent,and the accountability process Insufficient supply of mechanisms and other dimensions further demonstrate the outstanding practical problems that exist in this system at the same time.The fourth part focuses on five aspects: from the perspective of system construction and mechanism expansion,from the overall planning of the lifelong accountability system,strengthening the division and cooperation of accountability subjects,clarifying the scope of accountability,refining the lifetime responsibility indicator system,and improving the accountability procedure.Discussing at different levels is intended to respond to the demands of the age of life-long accountability for major administrative decisions,to solve the practical dilemma of life-long accountability for major administrative decisions,and to promote the healthy development of the life-long accountability system for major administrative decisions and provide suggestions.
