Research Onlifelong Accountability System Of Major Administrative Decisions

Administrative decision-making is an important way for administrative organs at all levels to perform their administrative functions,in which major administrative decisions will have an important impact on the economic and social development and people’s life of a country or a certain region.At present,there are still some problems in China’s administrative activities,such as not making decisions according to regulations,blindly making decisions in pursuit of personal achievements and delaying decisions,which not only affect the government’s credibility,but also hinder the fair order and sustainable development of economy and society.The reason is that the accountability system of major administrative decisions in China is not perfect.This paper analyzes the problems existing in the lifelong accountability system of major administrative decisions in China at present,and uses the methods of literature research and comparative analysis to provide reference suggestions for the establishment and improvement of this system.In this paper,the concept of major administrative decisions and the meaning of lifelong responsibility are further clarified,and it is put forward that lifelong responsibility investigation of major administrative decisions refers to a series of activities in which the competent authorities,according to the procedures prescribed by law,pursue the major administrative decision-making responsibilities of the responsible persons of local people’s governments at or above the county level and other responsible public officials.The positive significance of this system is that it can effectively protect citizens’ basic rights,reduce decision-making mistakes and accelerate the construction of administrative accountability system and responsible government.In practice,the system has been actively explored,but there are still some problems,such as the lack of unified national laws and regulations,the difficulty in forming a joint force of the accountability subjects,the unclear accountability targets,the unclear accountability standards and the incomplete accountability procedures.In view of this,the author focuses on the analysis of the administrative accountability system in some foreign countries,draws some experiences and enlightenments,and puts forward targeted suggestions for improving the lifelong accountability system of major administrative decisions in China: at the legislative level,we should speed up the formulation of special administrative accountability laws,improve the legislative rank and establish basic principles.Then,in the aspect of perfecting the specific system,we should reasonably define the internal accountability subjects and strengthen the accountability efforts of external subjects;Clarify the main body of responsibility for major administrative decisions,the criteria for judging matters and the principle of imputation;Set up scientific accountability procedures.
