Aresarch On The Functions Of Villagers' Committee Under The View Of Rural Governance

The problems about agriculture, rural areas and farmers are relate to the overall situation of reform and opening up and socialist modernization cause, the party's ruling positions, the long-term stability of the country, and have always been a top priority of the work of the party and the government. The economic construction of China's urban and rural have made remarkable achievements and the society has made great progress. Especially since the 16th CPC National Congress, the central government has adhered to overall planning of the urban and rural development, has introduced a series of policies which are beneficial to agriculture and farmers, and has led to a considerable development of the agricultural and rural. Meanwhlie, It puts forward higher requirements and greater challenges to the rural governance.The village committee (hereinafter abbreviation as VC) which is found by the government is the most important and basic organizations to solve rural problems.The 20-character principle of building a new socialist countryside, "the development of production, affluent life, rural civilization, clean village and democratic management" show the good prospects for the economic and social development of the rural areas and put forward specific requirements to the function of the village committee.Due to the traditional economic and political institutions, the development of village committee is uneven, the quality of the village committee cadres is generally not high and the work efficiency of village committee functioning is low.There are not enough people,money and office place, and so on.So it could not satisfy the demand of general public to improve living environment, economic development, to enhance the quality of life, and to optimize the urgent requirements of the people's livelihood. To really achieve autonomy, develop the rural economy and build a new socialist countryside, we must change and improve the village committee functions. Therefore, changing and improving the village committee functions is not only the demand of the times, but also the demand of practicing of villager autonomy system, expanding the inevitable requirement of the grass-roots democracy, and stabilizing and developing the rural community.I have been working in the villages and towns for a long time and feeling deeply that the village committee plays a decisive role in the rural work. Many drawbacks of the village committee, the weakened and estranged village committee functions have become a major issue of restricting the development of China's rural. Rural governance is not only a focus of difficulty and hot issue in the work of the party and the country, but also a focus on the difficult and hot research in academia. In this paper, the author tries to combine practical work with research of the current pattern of rural governance, to analyze the status of the village committee and its functions from the point of view of the public administration. Taking the LA REN Town of DU'AN country as an example, we try to clarify the functions and duties of the Township Government and Village Governance. And we will give some advice about the functions transformation of township and village committee to promote the basic public services gradually full coverage to the rural grassroots.
