On The Changes And Improving Of The Current Chinese Village Committees' Functions

Three decades of reform and opening up, China's economic construction has achieved remarkable achievements, social progress has been made greatly, structural reforms carried out also in full swing. And at the moment, agriculture problems continue to warm, the Party Central Committee as no.1 document in the form for six consecutive years to guide and supervise the rural development, the rural reform and rural markets start to become a new bright and the largest spot. No doubt the establishment of a market economy becomes the most important factor to stimulate a variety of resources and the vitality of the public; urban and rural areas co-ordination strategic plan can be used to break the dichotomy of urban and rural, deepening reform, expanding domestic demand, especially under the current financial crisis as the most important to overcome the hard times. Rural, agriculture, farmers, agriculture has always been a problem of the CPC Central Committee and the government's most important job, "Who solved the problem in rural areas, will seize the whole problem of China." And want to realize the autonomy of villagers really, develop the rural economy, building a new socialist countryside; the village committee played a vital role. Because of the traditional economic and political, institutional mechanisms and for the causes of our country long-term weakening and alienation of the functions of the village committee , uneven construction around the village committee, village committee members' quality generally is not high, the operation is low performance. To a large extent and in a broad sense can not meet the current scope of the broad masses of peasants in rural areas to improve the living environment, economic development, enhance quality of life. The village committee should be said that the functions of the current changes in our country and improve our country has become a constraint as an important rural development subject. To change and improve the functions of the village committee is not only the requirements of time, more villagers are practicing self-government system, the expansion of grassroots democracy, stability development of an essential requirement for rural society, which is the author of this article concerns. Sixth Party Plenum of ten clearly put forward a new socialist countryside construction principle "production development, well-off life, civilized rural wind, clean and tidy village, management democracy" to provide specific goal for rural social development and the village committee. Rural development needs urban and rural coordinated, comprehensive, global considerations .but more important is to have a village commitment to reform the internal implementation strongly, down-to-earth and do practical things for the grass-roots peasant. Village commitment as the core of the self-government system should be straightened out with all levels of government and various social organizations, efforts to improve quality and combat effectiveness of its own members, to adapt to new developments in society and the new situation, get a better service to the majority of the villagers. In this paper, first discuss the right source to the village committee - the villagers self-government system, then list of the current Constitution and the laws in our country about village committee and related functions as defined in the law, the evolution of the functions of the village committee for the past 30 years in Our country and make the relevant classification and characteristics .next to investigate the functions of the current village committee in relation to co-ordination with the expansion and contraction or not. Finally on the basis of the analysis of the current changes in China's rural areas, the new situation committees have to face, propose the measures the village committee functions necessary to improve, and point out the road that the village committee want to achieve the changing.
