| As the foundation and focus of rural social governance,rural grassroots governance is of great significance to consolidate the foundation of rural governance and comprehensively promote the strategy of rural revitalization.As a grassroots mass autonomous organization,the village committee is an important autonomy carrier for villagers to participate in and manage village public affairs.During its operation,it has many intersections and interactions with other subjects in the rural governance structure.On the one hand,the villagers committee accepts the guidance and assistance of the township government,and on the other hand,it is responsible for and report to the villagers’ meeting.Its sound operation can effectively protect the rural grassroots democracy and safeguard the legitimate rights and interests of the villagers.However,as the rural grassroots governance environment has become more and more complex,the village committees are also faced with many problems in the course of operation,such as excessive government administrative intervention,insufficient social support,and poor operation of the village committees.The characteristics and problems of village committees in ethnic regions and other villages in different areas are quite different,and they need to be analyzed in the specific environment of the village.At the same time,from the "township government-village committee-village society" Only by analyzing the operating mechanism and status quo of the village committee from the structural perspective can we analyze the difficulties faced by the village committee more comprehensively and find a solution.On the basis of collating relevant documents on the village committee and its operating mechanism,this paper uses the theory of multi-center governance,resource dependence theory and the two-factor theory to investigate the operating mechanism and problems of the S Administrative Village Committee in Liannan Yao Autonomous County.Combining the interviews with other subjects such as village committee cadres,town government personnel,and villagers,it was found that the following problems existed in the operation of village committees in ethnic areas: the implementation of the system was difficult to implement effectively;the degree of self-sufficiency in resource utilization was low;Lack;government affairs affect village affairs in the external environment.The reasons for these problems are that the work system and legal construction are not yet perfect;the supply of resources is difficult to match work needs;the assessment mechanism and talent reserve are not perfect;the impact of the administrative system and the weakening of public service functions.To solve the problems in the operation of village committees,it is necessary to promote refined governance and improve top-level design,tap rural characteristic resource advantages and promote collective economic development,improve village committee assessment and supervision,strengthen talent reserves,accelerate the transformation of government roles,and cultivate rural local forces. |
