E-learning bring the third wave to Internet applications. E-learning is a way of learning for the information society, which completely different with traditional training, with the open characteristics and the new training mode of learning.E-learning teach students the specialized knowledge of theories, work experience and technology by information networks and computer hardware equipment, students learning anywhere by a variety of terminal devices, thereby enhancing the effectiveness of student learning, encourage students to learn at work which make full use of the knowledge and skills, ultimately improve the entire organization or department’s overall performance. Xiamen Maritime Bureau as an important administrative law enforcement institution, must be adapted to the times, explores the E-learning training to improve the effectiveness of internal training.This paper is based on E-learning theory, which analyzing the status of the Xiamen Maritime training, comparing with the characteristics of enterprise, the advantages and disadvantages of E-learning training to carry out, Xiamen Maritime Administration proposed to build the path of E-learning training model, and explore the Xiamen Maritime Bureau E-learning training performance evaluation index system, achieveInnovation of the Xiamen Maritime Bureau staff training model, improve the quality of staff and service levels. This study includes four main areas:Chapter I:Introduction. Mainly on the background of the research, research status.the research goal of this article, briefly introduces the research methods and theory innovation etc.Chapter II:The relevant of basic theoretical of the E-leaming. This chapter discusses the concept of E-learning, learning patterns, strengths and weaknesses, analysises the Xiamen Maritime Bureau to implement E-learning training of based theory.Chapter III, the building of the Xiamen Maritime Bureau E-learning training system. This chapter is based on the analysis of the Xiamen Maritime training status, compared with the characteristics of enterprises, the introduction of E-learning training strengths and weaknesses, the proposed of the strategy to build Xiamen Maritime Bureau E-learning training system.Chapter IV, the exploration of the Xiamen Maritime Bureau E-learning training performance appraisal. This chapter discusses the principles of evaluation index system, and from the response assessment, training assessment and behavioral assessment, build the E-learning training performance evaluation index system of the Xiamen Maritime Bureau. In summary, this article explores the Xiamen Maritime Bureau E-learning training system by building strategy, E-learning training, performance evaluation index system, with a view to provide the reference for the final formation of the Xiamen Maritime Bureau E-learning training system.
