With the NIMBY are frequent in Chinese Mainland, it has become one of the research object in a wide variety of subjects, including political science,sociology, management, economics, media and communication, environics and so on.Political science as a discipline bases on political phenomenon and the rule of political; its research purpose is to make the country political life in an orderly way and forms political order. As citizen' right consciousness and ability of political are improving, citizen has become an indispensable part in political life. It is noteworthy that the reason for NIMBY is the government ignored the public opinion in the majority situation, and that results in the public rights were damaged. However, NIMBY has different results between developed areas and underdeveloped areas in recent years. People who in developed areas can through rational and peaceful way to protect these rights in NIMBY, but people who in underdeveloped areas interest appeal in NIMBY often became violent conflicts. Why the same NIMBY would have different results in different areas? People in underdeveloped areas would have what particular conditions in NIMBY? In order to resolve people in underdeveloped areas difficulty in interest appeal, what we should do to build interest expression mechanism?With a series of questions, the paper through positive research on three NIMBY in Maoming city, analysis the causes, progress and consequences of the three NIMBY that happened in underdeveloped areas, and then combined with the existing theoretical research results, build up a complete set of interest expression mechanism for the people in NIMBY. To ensure that people don't because of economic income, social status, education level and the regional differences and so on was treated unfairly.The dissertation is divided into four parts. In the introduction, first to explain the origin of this study and the research significance, second to summarize and review NIMBY and the interest expression mechanism is the research status at home and abroad were reviewed, third to analyze to define the relevant conceptsand related theory, final to point out the research ideas and methods, innovation and deficiency. In the first chapter is the empirical research and literature of the three NIMBY before and after in Maoming and has a whole overview. The second chapter analysis the causes for people who in Maoming NIMBY why was limited expression of public interest, including the interests of the imbalance between diverse interests subjects, the defects of the traditional decision model, the social power is weak in less developed areas, the defects of the interests of the subject and object, the existing channels of interests expression is not clear and so on, meanwhile, through two NIMBY which happened in Guangzhou, conclude that less developed areas and developed areas NIMBY, point out the development of NIMBY was concerned with geographical factors. The third chapter on basis of the first two chapters, target to explore how in NIMBY for the people in underdeveloped areas to build up a complete interest expression mechanism,including balance the interests of all parties, regulating the behavior of related interest subjects and government's responsibility, open channels of interests expression, implement new public administration decision model, development of independent social force, etc. So as to make the NIMBY is resolved in the orderly political environment, implement grassroots people especially the less developed region can be rational, peaceful and orderly participation in political life, to ensure the legitimate rights and interests is not due to the geographical factors,economic and social development level differences.
