Research On The Basis Of Global Governance To Prevent And Govern The Nuclear Terrorism

Globalization has promoted society's progress, but causes lots of global problems at the same time, such as world economy, social safety, population explosion, ecological environment,etc. Among those problems, social safety, which is linked to the existence of human beings directly, is the root of the world, but nowadays terrorism that has extended globally creates the huge threat to it. Meanwhile, terroristic organizations have always plotted to smuggle and purchase weapons of mass destruction including nuclear weapons, which is the severest challenge to the world's peace and steady. The combination of the nuclear power and terrorism is named nuclear terrorism, that is mainly refers to non-state behaviour subjects especially terrorists attempt to utilize nulcear material, facilities and even nuclear weapons to jeopardize the peace and safety of the world. Its primary forms include releasing dirty bombs, attacking nuclear power plants or facilities, making simple nuclear explosive device themselves and stealing and even detonating nuclear weapons. Once terrorists could be successful, it would cause irretrievable consequences to the world.However, single country has not been capable of tackling this severe issue anymore, therefore, the conception of global governance is urgently needed in putting forward new countermeasures to prevent and govern the nuclear terrorism. From the new perspective of global governance, this paper analyses the key elements to prevent and govern nuclear terrorism, which are the global values, governance subjects and objects, international regulations and governance effects, then explore and figure out the governance principles, that are multiformity of subjects, the concertedness of actions and the systematicness of governance. Although the international nuclear non-proliferation regime has still played a positive role in controlling and managing nuclear material and restraining the development of nuclear weapons,there are insuficiencies in preventing and governing nulcear terrorism. Firstly, there is no special and comprehensive jurisprudence. Secondly, it can not make full use of all subjects' advantages. Thirdly, Global Nuclear Summit, as the major international stage, is much too single in form and weak in power. At last, the international cooperation to prevent and govern nuclear terrorism is in a small quantity and meet quite a few difficulties. In the presence of nuclear terrorism, any country can not be safe and sound without other countries' help, and the world needs to establish a global regime to prevent and govern nuclear terrorism imperatively. In accordance with the governance principles of preventing and governing nuclear terrorism, this paper from the new perspective puts forward effectual and specific measures that are fostering a global value of tackling nuclear terrorism, making full use of all subjects' advantages and establishing global mechanism to take joint actions, in order to establish an all-dimentioanl, multistoried and multiagent global regime. Meanwhile, as one of the five nuclear countries, China has taken actions within the country and promoted international cooperations in the world to prevent and govern nulcear terrorism, and she plays and will go on playing a big role in it.
