Study On Water Source Protection Legal System In Hebei Province

Drinking water is the source of life, the shortage of drinking water supply and water pollution are all related to human survival. Hebei province is one of the provinces which are short of drinking water resources in China. The situation of drinking water source is very serious. Along with over exploitation of underground water sources, the lake water is reduced year by year, and even dry; water pollution damage, water quality is worrying.Drinking water supply has become increasingly prominent contradiction. As a result, the safety and security of drinking water in Hebei province is very urgent. Under the background of the steady development of the legal process of environmental protection in our country, the special system protection for the safety of drinking water source is not only the requirement of survival, but also the requirement of the rule of law. Hebei Province, the current source of drinking water to protect the main means of administrative means, the legal protection is not in place, there is no proper protection effect. Therefore, in Hebei Province's drinking water source pollution damage in serious condition should be strengthen the legal protection of water sources, establish the concept of both social economic development and ecological system security, ensure the water ecological security and drinking water resources sustainable development.This thesis consists of six parts. The first part is the introduction, introduces the research background of this paper, from two angles of theory and practice significance describes the value of this study, the use of scientific research methods, puts forward several innovative points of this research. The second part is the overview of Hebei Province's drinking water source, introduces the drinking water in our province water content, water quality of the present situation and facing serious threats, and that strengthening the protection of drinking water in Hebei Province Water Law of our province people's health and the significance of the ecological environment. The third part of the comprehensive analysis of the existing drinking water sources to protect the legal system in our province. Mainly of the drinking water source protection legal system is not sound, the specialized legal system has not been established, the existing legal system organization poor coordination and so on. The fourth part is selected source of foreign legislation advanced countries of some typical legal system, comparative analysis and reference, such as the strict quality standard system in USA, and Japan coordinated water management system. The fifth part is mainly aimed at the third part of the problem, andcombined with the fourth part of the foreign reference, on how to improve the protection of drinking water sources in our province to put forward a specific idea of the legal system.Main recommendations to formulate a unified "Hebei Province's drinking water source protection regulations", establish and improve the drinking water source protection the specific legal system, ensure the Hebei Province's drinking water source safety and water ecological environment system safety. The sixth part is the conclusion.
