Grass-roots Community Correctional Work Study

Community correction is a kind of socialized execution mode, which provides opportunities for criminals to integrate into society. The establishment of grass-roots community correction system has great realistic significance to maintaining social stability, standardizing the way of reform, saving cost and so on. As a penalty system, community correction has not been understood by most people. Now legislative lag has become the biggest obstacle to the community correction work in our country. The author, as a grass-roots judicial staff, has did a study on the community correction management work in Dingxing County of Hebei Province.Through the results of the investigation and analysis, it can be seen that the current existing problems in the work of community correction in Dingxing county of Hebei province are: the low understanding degree of the society for community correction work, the low recognition degree; the imperfections in team construction, the lack of professional association and personnel, which has seriously affected the community correction work efficiency; the low salary and social status and the bad awareness for community correction workers, which seriously affect their work enthusiasm and then leading to team instability, lack of strength, seriously affecting the quality of community correction further; the short of the guarantee of funds, the lack of hardware facilities construction and equipment for community correction, which lead to the specific work is limited and then the final penalty is affected too; the low number of full-time staff and professional management staff, and the lack of management power, which exist in the team construction of community correction; the lack of close cooperation of the connection, execution or delivery of correct information, and the ex-change of information in political and legal departments at present.According to the research results, the author has searched the related literatures home and abroad, analyzed the cause of community correction problems, and thought independently of how to further improve the county community correction work for the county. According to the author's own thinking and research, the author proposed solutions for problems existing in the present community correction work. To improve the community correction system, first of all, the dominant position of the judicial administrative organs must be established and strengthened; secondly, team construction of community correction must be strengthened through the measures such as entrusting to judicial work personnel who engaged in community correction law enforcement police identity, pursuing efforts to attract community correction personnel and legal professionals, gradually establishing qualifications admittance system applying to law-enforcing contingent an so on; thirdly, the perfect protection mechanism for the funds of community correction work must be established; then, the multifaceted system of social support must be built; finally, further perfecting the legislation of community correction in our country is looked forward.
