Party's 18 th explicitly put forward the concept of "new type of urbanization". to speed up the urbanization construction is listed as one of the annual six big tasks.From the central level to guide the planning for the national urbanization development direction. In March 2016, ?The thirteenth five-year plan for national economic and social development outline ? is put forward.It points out that the government should promote coordinated development of the new urbanization and new rural construction, speed up the construction of livable beautiful countryside, promote the balanced urban and rural public resources allocation. The new urbanization construction has become the current work of our government direction.Using empirical research methods, field survey interviews, deductive and inductive methods, This study discusses the government how to position and rite in the process of urbanization,and put forward that the government should take the scientific planning as the guide, promote urban planning function, optimize the economic functions to strengthen the public service function and ecological responsibility and meet the growing material and cultural needs of the masses of the people.This study is intended to provided the scientific basis for government decision-making department, in the aim of grasping the new development direction of urbanization accurately.
