A Research On The Government’s Functions Of Fuzhoucheng County Under The Circumstances Of New Urbanization

Fuzhoucheng County, a county of Dalian, Liaoning province, is a localadministrative organ which was built long time ago. In the course of historicdevelopment, Fuzhoucheng County has been leading its people going through anextraordinary road and its functions have been adjusted to adapt to the requirement ofdevelopment of economy and society. But at present there are some problems in thefunctions of Fuzhoucheng government under the circumstances of new urbanization:the ability of planning regional development is to be improved; in its economyfunctions, the tradition of civilized old county has not been succeeded, the industrylacks characteristics, intensive effect is poor and its advantages in climate andresources has not been well used; in market supervision aspect, the countygovernment failed to supervise the local market, and there existedproblems such as examination and approval by many departments in the marketentrance link; in social management, phenomenon of lack of management exists andthe system is unsmooth; in public service aspect, the sense of public service is lackand the government pays more attention on management while neglects service, andso on. Some local governments of western developed countries have much goodexperience and practice worthy of learning in the advance of urbanization, suchas:the key is the active leading of the county governments in advancing urbanization; the basis is the questions of agriculture, rural area, and farmers; divide carefullyfunctions of large, middle-sized and little cities; actively cultivate regional leadingenterprises and leading industry even industries groups; lay emphasis on setting uplaws and the implementation; pay attention to the function of the duties; the vitaleffect of the market, and so on. By referring to the experience of countries abroad,based on the reality of Fuzhoucheng county, a new goal of the functions of thegovernment is to build a information serving government, and to fulfill the goal thereare several measures to take: the orientate of the county government needs to be setscientifically; plan the regional development as a whole; strengthen the function ofeconomy; strengthen the supervision of the market by innovating methods andmeasures and by improving supervising level; innovating system of socialmanagement and improve social managing level and so on.
