The Research Of Functions Of County Government In The Process Of New Urbanization

The new urbanization is a development model of urbanization with Chinese characteristics. The country government, as an important link, connects urban and rural. It plays a vital role to compensate for the disadvantages of the traditional urbanization patterns and market imperfections. Therefore, it also carries the main task of the new urbanization construction. In 18th CPC National Congress, the urbanization was brought into the "four synchronous" development strategy of urbanization, the 3rd Plenary Session of 18th CPC Central Committee also put forward to "taking the new path of urbanization with Chinese characteristics, promoting the human-centered urbanization", It pointed out the direction for the development of China’s urbanization. Therefore, the important functions of county government play in the new urbanization process and the main difficulties facing is important to explore, then clearly positioning, identify the key points and put forward the feasible countermeasure. Meanwhile, because of the speed and extent of the new urbanization in China is different, the suggestions for how the county government more scientific advance new urbanization have to adhere specific issues, specific analysis.This paper selected the Y County in Shanxi Province as a case for analysis, through the study we found that the government of Y county has played a positive and effective government functions in promoting the construction of new urbanization. It initially formed a certain scale of urbanization. It has played a role in the industrial cluster, urban-rural integration, agriculture modernization, urban and rural ecological, livelihood of the people benefits and the establishment of service-oriented government. Although the government of Y county played a variety of active and effective county government functions in new urbanization development, however, there still had function loss, mainly manifested in the function of planning and guidance is absent, the function of public service is insufficient, the function of environmental protection needs to be improved. So we must improve and perfect the functions of county government does not offside nor vacancy. Really played the biggest role in making scientific planning, enhancing the development activity, providing industrial facilities, supporting the rural employment, protecting environment, etc.We hope that through this case study, this paper provides the appropriate countermeasures for non-resource-based county development of new urbanization. In order to provide reference of scientific and high quality of new urbanization development in our country.
