Organization trust is the performance of organization's identity and belonging, penetrated into all aspects of organizational operations. Grass-roots civil servants are public servants whose organizational trust is not only related to the efficiency of the grass-roots government, but also related to the healthy development of grass-roots government, it will ultimately affect the economic development and the public interest. The study of grass-roots civil servants' organizational trust current situation and repair strategies can improve government's internal organizational trust. Therefore, this study have an important theoretical and practical significance.In this paper, through questionnaires and individual interviews accessed more than three hundred grass-roots civil servants in Chongqing based on the theory of organizational trust. This study divided organizational trust into four dimensions: leadership dimension, staff dimension, organizational dimension and development dimension. This paper describes the grass-roots civil servants' organizational trust current situation at first,then analysis the problems, propose repair strategy at last.This study combined qualitative and quantitative research and obtained the following four conclusions:(1) Four dimensions and overall trust are all in the high level on the scores, the score of overall organizational trust and the score four dimensions trust are likely.(2) In the overall organizational trust, there is no difference in gender and rank, but have significantly difference in age, educational background and seniority.(3) Four dimensions and overall organization trust showed a significant positive correlation, the level of trust in each dimension have great impact on the overall organization trust, there is a strong positive effect.(4)There are some main factors affecting the score in four dimensions: Communication skills and fair behavior are the main factors affecting leadership dimension, Colleague competition conflict and camaraderie are the main factors affecting staff dimension, System implementation and information openness are the main factors affecting organizational dimension, Information communication and prospect are the main factors affecting development dimension.Therefore, this study proposed five trust repair strategies to increase the grass-roots civil servants' organizational trust. The five strategies are salary and welfare design, evaluation mechanism and promotion channels, organizational supervision and restraint mechanisms rights, government information disclosure affairs, organizational culture construction.
