Grassroots civil servants provide public services directly to the people and are the representatives of the image of the Party and the government.With the comprehensive deepening of China’s administrative system reform and the continuous advancement of the construction of a service-oriented government,the whole society requires grass-root civil servants to take the reasonable needs of the people as the center,provide high-quality public services for the public,and maintain the image of the Party and the government with a high sense of responsibility.The active organizational citizenship behavior of grass-roots civil servants is the behavioral basis to achieve the aforementioned goals.Therefore,it is of great practical value to study the influencing factors of grass-roots civil servants’ OCB under the new situation.Existing studies on the influencing factors of OCB of grass-roots civil servants mainly focus on external environmental factors,such as the direct role of organizational atmosphere and leadership style.The lack of discussion on the subject factor of the parties fails to reveal how the organizational environment activates the subject’s sense of ownership and responsibility,thus triggering OCB.Therefore,this research take "Preceived Insider Status" as the core intermediary variables,to investigate the organization of the external environment,atmosphere and how leadership style affect individual level " Preceived Insider Status ",and promote positive organizational citizenship behavior of civil servants at the grass-roots level,that is individual and group interaction under the perspective of civil servants at the grass-roots level the influence factors of organizational citizenship behavior research.This research through the way of convenience sampling to the southwest of the questionnaire survey to 454 civil servants at the grass-roots level to data processing using SPSS and AMOS,through correlation analysis,regression analysis,the mediation role analysis and structural equation modeling,the following conclusions:(1)the transformational leadership style and good organization atmosphere will have positive influence on preceived insider status of grass-roots civil servants,civil servants at the grass-roots level of perceived insider status was significantly positively related to organizational citizenship behavior,preceived insider status partial mediation transformational leadership style and organizational citizenship behavior,organizational climate and the relationship between organizational citizenship behavior.(2)The transformational leadership style and good organizational atmosphere have a direct and positive predictive effect on the OCB of grass-roots civil servants.(3)The transformational leadership style will have a positive impact on the organizational atmosphere.The more care and charisma grass-roots civil servants feel from leaders,the better their organizational management style will be,and then it is easier to form a good organizational atmosphere,which will affect grass-roots civil servants’ perception of insider identity and organizational citizenship behavior.Based on relevant theoretical models of organizational behavior,this study explores the influence mechanism among transformational leadership style,organizational climate and organizational citizenship behavior through empirical research,and verifies the mediating role of preceived insider status,which enriches the research on grass-roots civil servants’ organizational citizenship behavior to a certain extent.From the practical level,this paper provides the following suggestions for improving grass-roots civil servants’ organizational citizenship behavior :(1)cultivate and shape transformational leadership style,and strengthen personalized care for civil servants;(2)Create a good organizational atmosphere and enhance organizational stickiness;(3)Pay attention to the psychological state of grass-roots civil servants and enhance their sense of organizational identity,ownership and responsibility.
