The human resources in the era of knowledge economy have become the important core capital and strategic resources. The development and management of human resources have increasingly become the key link for the steady development of the government organization. The grass-roots civil servants, as the important constituent part of human resource system of the government organization, have important position in governmental public service supply. Their work enthusiasm and attitude tendency affect the administrative efficiency and the image of government directly. However, with the change in social concept in transitional period, promotion of governmental system reform and enhancing of subject consciousness of the public,the grass-roots civil servants are facing severe challenges, and they have psychological confusion as well as in occupational dilemma frequently and job burnout appears gradually. Facing up to the job burnout issue existing in the grass-roots civil servant team and studying deeply into the reasons of job burnout and finding out effective countermeasures for prevention or relief of job burnout have become the gist of human resource management of governmental department.The reason for job burnout of grass-roots civil servants is found out and effective prevention and relief strategies for the job burnout of grass-roots civil servants are put forward in this thesis by taking the organizational factor affecting the job burnout of grass-roots civil servants as the entry point, taking Multidimensional theory of job burnout, Resource conservation theory, Social competence model and Reinforcement theory construct the analysis framework of the thesis and through making research on the field survey data of 300 grass-roots civil servants.Through the empirical research and analysis on job burnout of grass-roots civil servants, the author found that at present the job burnout phenomenon of the grass-roots civil servants has become increasingly prominent. Wherein, incentives,competition, psychological counseling, interpersonal relationship and leadership style are the key variables of job burnout of grass-roots civil servants on organizational factor. From the perspective of organizational factor, at present, the main problems of the job burnout of grass-roots civil servants including rigid management, lack of organizational vitality seriously within organization, members’ frequent occurrence of psychological problems, the group sense of belonging in members is too weak and theeffect of organization management is not ideal. The reasons why there are so many problems lie in imperfect civil servant system, monopoly of governmental service,lacking psychological counseling mechanism, single personnel communication channel between members, shortage of leader management art. In order to relieve job burnout within grass-roots civil servants, this thesis believes that we shall perfect incentive mechanism and motivate work enthusiasm of grass-roots civil servants;complete flow mechanism, improve the vigor of grass-roots civil servants team; create psychological counseling mechanism of public servants, prevent and eliminate job burnout; guarantee communication smoothly, enhance interpersonal harmony; adhere to the "people-oriented", improve leaders’ management style.
