Social enterprise is driven by the needs of society, through the enterprise strategy and business operation, with the way of market efficiency, to achieve the mission of social value creation. The academic circles at home and abroad on social enterprise development promotes research has been conducted for the management of public affairs. The main body of public management is diverse, the purpose is to promote the development of society as a whole to coordinate and promote the realization of the social and public interests, social enterprises, between the government and the non-profit organization dedicated to solving the government and the non-profit organization to solve related social problems, that is not better than the government more efficient, more sustainable and creative than nonprofit organization.Due to the large population of our country, region is vast, the social problem has its own particularity and complexity, government cannot be found in time, the comprehensive improvement of various regions of the related social problems, too easy to fall into the "government failure". Non-profit organization working to fill the blank of the government supply, improve the social problems by non-profit, however, the non-lack of non-profit organization's own hematopoietic function, mainly rely on government support and charitable donations to maintain operations, along with the global economic environment change and influence, many of the country's industrial structure occurred significant changes, significantly reduced government spending in the non-profit organization, traditional enterprises are faced to employment reduction and high unemployment predicament, non-profit organizations tend to fall into "voluntary failure". Social enterprises help the government to solve the social problems. At the same time, social enterprises have the same characteristic of the general enterprises, participates in the market competition and obtain benefits to ensure the continuous operation, which make up the non-profit organization itself does not have profit hematopoietic function, to obtain a broader space for development.This paper discussed the content of the theory of social enterprise of and analysis the definition of social enterprise. in this paper, the Taiwan as a typical area of the development of social enterprises to study, it has a high land venation and inheritance of history and culture, the geographical location or human feelings has a close connection with the mainland, social enterprises in Taiwan provide more opportunities and supports, development agencies in the mainland must provide a more clear mode of enterprise innovation. Because of the change of Taiwan social structure, high education, high service, aging population with few children,many social enterprises need to pay attention to social problems and entrepreneurial opportunities, Taiwan people awareness of social enterprise and to understand the dilemma of social enterprise development advantages and prospects through interviews, summarized the basic experience of social enterprises in Taiwan to participate in local public management; on the other hand, the social enterprises found the difficulties and opportunity of comprehensive evaluation, to explore the concept of a new business model and make them survive the mainland social problem. Finally, in this paper, Taiwan and the mainland social enterprises are two aspects summarizes the public management of exploring the effective ways. The government, non-profit organization and social enterprise tripartite mutual cooperation and common development perspective to comprehensive expounds its development of social enterprises of the necessity and important significance.
