In2000, Ms. M from Guangzhou established the H Agency in Beijing, the firstcommunity one to people with intellectual disabilities in the country. In13years, in termsof day care for people with intellectual disabilities, community-based family care, artsconditioning, the H Agency has lead the first in the country. Meanwhile, the H hasdeveloped service projects in cerebral palsy children, autism children and orphans. The Hhas now become the domestic quite well known folk NPO charity. It is Ms. M’s going oldand new agencies which involved most of her energy, that resulted the H put heirselecting plan into action. In just three years, Ms. M has selected three heir candidates forthe H. Surprisingly, each of them left the H in less than one year for whatever reason,resulting in the H’s "delivery failure". Therefore, the phenomenon exposed the institutionaldefects in organization management and talent mechanism, and formed the dilemma insustainable development.Through literature analysis, data analysis and interview survey method, on the basisof the results of theoretical studies and the H materials, I dove deep into the H’s "deliveryfailure" and sustainable development, and found the crux in combination of depthinterviews with the founder and the employees at all levels.The H relatively loosely internal management could be attributed to Ms. M’s powerfulpersonal authority, and yet, which is now still an important guarantee of H’s cohesion. Theloss of talent in H is very serious. From the point of individuals, they left because of thelow cost of leaving, the low recognition, and the low loyalty.As far as I am concerned, Ms. M has to be strict to the members of their own team inorder to meet the needs of disabled, which formed the “Powerful Authority” phenomenonto a certain extent. The heir candidates Ms. M picked did not have this authority exactly,so that the H failed to select their again and again, forming the problem,"delivery failure".“Alternative Paternity” I defined made sustainable development suffering a bottleneck involuntary organizations.
