| The European Union is one of the most economically developed regions in the world, the deepening of the economic integration further promotes the prosperity of the region. But the economic development of European Union member states is not synchronous, there are big gaps between income and development level among regions. The European Union in order to narrow the gaps in regional development level and promote balanced development among nations, adopted various measures to promote European integration. During this process, the European Union pioneered a new regional policy tools-- Structure Fund, its main task is to support backward area or industry recession region’s economic development and industrial structure adjustment. The European Union Structure Fund in advance has played an important role in the process of European economic integration.In today’s economic globalization and economic integration, unbalanced regional economic development is not only marked characteristics, but also the main obstacle in restricting the development of world economy in today’s world economy. The imbalance not only exists between the east and the west, from country to country, and in the same country there exists great differences in different regions.Similar to the European Union, we also faced with the problem of unbalanced regional economic development in our country, the coordinated development of Beijing-Tianjin-Hebei is put forward by the central as a regional development strategy. Realizing the coordinated development of Beijing-Tianjin-Hebei is helpful to optimize productivity layout, to improve the quality of economic development, to coordinate development strategy of “four comprehensive” layout. The coordinated development of Beijing-Tianjin-Hebei is of great historical significance and realistic significance for “two” one hundred goals and the great rejuvenation of the Chinese nation, the realization of the dream of China. This paper absorbs and draws lessons from the European Union Structure Fund in promoting the successful experience of the European economic integration, based on the status quo of the coordinated development of Beijing-Tianjin-Hebei. The Beijing-Tianjin-Hebei Structure Fund is put forward. Especially it analyses the source of the Beijing-Tianjin-Hebei Structure Fund so as to put forward the Beijing-Tianjin-Hebei Structure Fund can be funded from the government; the “blood transfusion” to the real economy from the financial institutions; the adjusting part from financial distribution system and adopt PPP model for financing. These funds can solve the biggest problem in the coordinated development of the Beijing-Tianjin-Hebei-money problem. In addition, this article also expounds how to use the Structure Fund of Beijing-Tianjin-Hebei. This paper, based on experiences and lessons in the European Union Structure Fund operation, puts forward the structure of Beijing-Tianjin-Hebei fund adopts the central fiscal transfers and local matching funds allocation mechanism, supervised by the coordinated development of Beijing-Tianjin-Hebei fund council, to ensure that the fund is really used for key projects, and the coordinated development of Beijing-Tianjin-Hebei fund creates a new situation in the coordinated development of Beijing-Tianjin-Hebei,and promote the process of regional development.This paper absorbs the successful experience of the European Union Structure Fund in promoting the European economic integration process, propose the coordinated development of Beijing-Tianjin-Hebei structure fund, in order to increase Hebei’s revitalization policy and financial support, it has important practical significance in realizing the coordinated development of Beijing-Tianjin-Hebei new situation, in accelerating the process of regional development.This paper will be divided into four parts:The first part: “the European Union Structure Fund”. Firstly,it introduces several development stages of the European Union Structure Fund and several reforms. The five reforms of the Structure Fund make the amount of the fund widened, and the operating mechanism of the Fund more sound and perfect,and the content of the Fund more concrete and efficient.The second part: “the application process of the European Union Structure Fund”. In order to ensure the effective use of the Fund, the European Union Structure Fund has clear goals and strict implementation standards, there are strict procedures and principles in fund application and use, too. The Commission of members makes fiscal input in a proportion to backward and declining area of members in infrastructure projects,environmental projects, and manufacturing projects to help theses areas to expand employment and revitalize the economy.The third part: “the effect of the European Union Structure Fund assistance”. The regional policy of the European Union has made the per capital GDP of the most undeveloped areas of the European Union improved by leaps and bounds, promoting the growth of the members of the national economy; The Structure Fund creates jobs for the recipient and improve the skills of the workforce; The Structure Fund consolidates and perfects the internal market of the European Union, strengthening the cohesion of the European Union, improving the competitiveness of the European Union, and promoting the development of the European economic integration. But the Structure Fund also has many disadvantages, restricted and influenced by many factors of regional policy. This section points out the existing large funding gap, the European Union Structure Fund aid to improve efficiency and Structure Fund supports leading enterprises to site selection, this is not conductive to improve the economic efficiency.The fourth part: “The Construction of the Coordinated Development of Beijing-tianjin-hebei Structure Fund”. The European Union Structure Fund can be operated easily, and the effect is prominent. The operation specification, the high investment of the government and high efficiency operation mode provide the experience reference for the coordinated development of Beijing-Tianjin-Hebei. Firstly, this paper analyses the applicability of the European Union Structure Fund for the coordinated development of Beijing-Tianjin-Hebei.Secondly,it exponds the necessity of constructing the Structure Fund from the present situation of the coordinated development of Beijing-Tianjin-Hebei. Thirdly, this paper puts forward the fund sources of the Structure Fund of Beijing-Tianjin-Hebei and the management principles. To ensure the use efficiency of the structure fund, to make the capital used in the projects in badly need, to make the Structure Fund become the promoter of the coordinated development of the coordinated development of Beijing-Tianjin- Hebei is the goals of this paper. |
