Study On The Impartiality Of Hebei Province Revince Restricting The Coordinated Development Of Beijing-Tianjin-Hebei Province

Under the collaborative development strategy of Beijing-Tianjin-Hebei region,although the huge gap in development level between Hebei and Beijing-Tianjin-Hebei has received more attention than ever before,However,due to history,institutions,policies and other reasons,Hebei's unfair situation in inter-provincial development opportunities has not received enough attention,and Hebei's unfair situation has constrained the coordinated development of Beijing-Tianjin-Hebei.Therefore,from the perspective of Hebei Province,this paper calculates the index of injustice in Hebei Province based on the cross-sectional data of 31 provinces and cities in 2015,and focuses on the unjust situation in Hebei Province under the frame of reference of other provinces,especially the surrounding provinces and municipalities.The influence of the unfair situation in Hebei province on the cooperative development of beijing-tianjin-hebei province is analyzed,and the corresponding countermeasures are put forward.Firstly,it analyzes the confusing concepts of justice,justice,space justice,and regional justice,introduces the meaning of synergy,and briefly summarizes the relevant theories at home and abroad such as space justice and regional balanced development.Secondly,By improving the TOPSIS method,the index and method of measuring regional unfairness situation were constructed,and the 2015 data were used to measure the unfairness situation index of hebei province from the perspectives of opportunity justice and outcome justice.The reference system is based on the Beijing-Tianjin region,Hebei outlying provinces,other coastal provinces,and four provinces across the country.The comparative analysis of Hebei's unfair situation shows that Hebei is in a very serious situation of injustice under different reference systems.Thirdly,using the general time series model,this paper analyzes the obstacles of the unfair situation in Hebei Province to the collaborative development strategy of Beijing-Tianjin-Hebei region.The data of 2003-2016 were selected,the unfairness situation index of Hebei province was used as the influence factor to explain the variable,and the synergy degree of beijing-tianjin-hebei was introduced into the model as the influence factor,and the unfairness situation of Hebei province was analyzed by time series.The influence of the level of cooperative development of beijing-tianji.The results show that the unfair situation in Hebei province has a long-term equilibrium relationship with the synergy of the labour force in beijing-tianjin-hebei province and no significant long-term equilibrium relationship with the synergy of capital in beijing-tianjin-hebei province.Finally,based on the above empirical results,this paper explores the way of returning to justice in Hebei province,and puts forward corresponding countermeasures to the coordinated development of beijing-tianjin-hebei.
