The Improvement Of The Public Service Of Tianjin Traffic Police From The View Of The Cooperative Development Of Beijing-Tianjin-Hebei

The cooperative development strategy of Beijing-Tianjin-Hebei(BTH) has offered a favorable opportunity for transportation integration of BTH. As the software sustentation for the transportation integration, the role played by public service of traffic police is increasingly growing. Though much effort has been made by Tianjin traffic police department for better service, there still remains gap compared with what the grand strategy demands. Therefore, the dissertation conducts research on improving the public services of traffic police inTianjin.The dissertation offers a brief overview for public service theories, location theories and the transportation integration of BTH. It proposes the concept regarding to the public service of traffic police, both identifying its connotation and classification. Based on face-to-face personal interviews to 15 young drivers aged around thirty, the qualitative analyses on the existing problems of Tianjin transport management are addressed. According to the analysis results, the dissertation picks several indicators to design a questionnaire entitled Satisfaction Survey on Service Level of Public Service of Tianjin Traffic police, which is distributed and retrieved by SOJUMP. Statistical analysis is performed in the aspects of frequency, description, t-test, single factor variance and Pearson correlation based on 206 valid data, suggesting that the traffic participants' contentment to traffic safety facilities is not high; satisfaction towards service level varies significantly in terms of age, education, travel mode and skill capacity; charter for entering Beijing is widely questioned; traffic participants' feedbacks focus on issues such as regional integration,passage and efficiency, humanized service, safety facilities reinforcement and so on.And make an analysis of the causes problems.With theory of both regional economic development and new public service,companied by questionnaire statistical result, the dissertation implies that the cooperative development of BTH claims demands for convenience, regional synergy and refinement. The public service of traffic police in Tianjin shall position itself as to offer matching service for network, to provide security assurance to logistics enterprises, as well as to take disadvantaged traffic participants into its core consideration. In other to bridge the gap between oughtness and isness, the dissertation proposes strategies in five aspects: to transform the management concept;to arise initially of service; to promote standardization of public service criteria; to strengthen the safety facilities and the construction of servant intelligent traffic system; and to reinforce regional coordination on policies from the administration.
