The Path Research Of The Modernization Of China’s National Governance System

Governance as a political practice, with significant historical, cultural and geographical characteristics, in China, mainly refers to the established political order and in accordance with policy objectives, the Communist Party of China led the people according to the law on the use of public power, including political, economic, social, cultural, ecological and other fields, including matters actively and orderly coordination, guide and regulate the activities of political practice. Effective governance depends on the establishment of good governance system, in order to ensure long-term stability and effective governance system, it is necessary to carry out the necessary reforms and adjustments according to the actual needs and the correct political orientation of its value, and this process on the performance of the national system of governance modernization process, in China, this process actually contains four meanings: First, the national governance system of modern value orientation is "good governance"; Second, the state governance system modernization goal is to improve the socialist political system, improve governance efficiency, reduce management costs and ensure long-term stability of the country and effective governance systems; the third is modern governance system is mainly characteristic is diversification, decentralization,institutionalization, rule by law; Fourth,the modern form of state governance system is mainly institutional continuity and reform.National governance system modernization, the path selection is the key, and the path must take full account of the characteristics and management practices of the national system of governance. In this paper, the historical process of China’s modernization of the national system of governance is divided into three phases:creation stage; development phase and general and deepening period.Through the national governance system modernation history of three-stage, summed up the country on the path of modernization of national governance systems exhibit four basic characteristics, trends and experiences: the reform of the leadership system, to adjust the relationship between the party and government, political and policy the appropriate separation; progressive and proactive national governance system modernizationprocess; the people of the state governance system modernization and democracy; rule of law in national governance systems modernization process.
