Communities everywhere in the city, is a social entity real, is the basic unit of the city, also carrying the basic properties of everyday social life. At present time there are various disasters which occurred in the city, but the community as a base space of a city, community safety has become a topic of concern to residents.Our disaster prevention emergency management system is based under the unified leadership of the government, various departments in charge of a division of labor dependency management. But this is mainly dependent on the government’s emergency management seriously hindered the development of the community, it is necessary to transform this disaster prevention and mitigation of the emergency management system, strong grass-roots level to self-help and mutual aid community’s ability to build community disaster prevention and mitigation and emergency response systems.
