City“Community Disease”Evaluation And Governance Tools Application Research

Since the 1990 s, China's housing system has transform the system of units into private property rights system so that the privatization of housing property rights has become a common trend and residential area widely appeared.This cater to the macro environment of the market economy developing in our country, also greatly satisfy the personalized the housing needs of residents and improve the living quality.However,with the rapid development of the residential district, village governance issues gradually increased influence the rights and the living quality of the mostly owners in the district seriously.As a result,the“community disease”appeared.In Guiyang,during the process of urbanization accelerating, various types of community development rapidly that provide a good living environment for urban residents and guarantee the propulsion of urbanization effectively. At the same time,many residents is also facing the “community disease” in Guiyang.From the perspective of pathology and the deduction of the concept of “city disease”,“community disease”is a quarter of the micro system is proposed in the imbalance between the various elements, so that influence community residents' normal life, and thereby causing damage to community residents' lives and property.the existence of“community disease” has been becoming the important influential factors of the current community health development, threatening the social stability and residents' life quality improvement.In order to solve the “community disease”, this study constructed the evaluation index system of“community disease”through literature review and expert interview,and by using the Delphi method to construct the index for two rounds of selection to form the final evaluation index system of “community disease”.This index system consists of four dimensions that are community living safety,residential living environment, community infrastructure and residential property service level and contains 15 evaluation index.On the basis of constructing evaluation index system for quantitative, the author try to evaluate results for “community disease”,get the score of disease by analytic hierarchy process in the index system of various dimensions and indicators of empowerment, and find the evaluation arithmetic formulas of“community disease”.On this basis, using random sampling to choose three concretein Guiyang as a case to be evaluated and analyzed. And the results showed that different degree of “community disease”, its symptoms and cause also each are not identical. Therefore,there is necessarily to discusses three communities“community disease” respectively to analyses the symptoms and cause. Finally,integrated application of the governance tools such as privatization, executive order,economic leverage to treat urban“community disease”in order to realize the healthy development of the urban residential area, improve residents' living quality and satisfaction.
