The Armed Police Fire Forces of our country is charged with defending the public security fire,dealing with emergencies and other duties.As the branch of the department of armed police logistics,it is responsible for supplying the material for the fire troops,such as clothing,daily necessities and other articles.However,because of the limitations of the management system,management ideas and the personnel's quality,it is an urgent problem for the Fire Quartermaster Department to improve its comprehensive management level so as to realize the modern construction of the Fire Forces,which can provide a stronger protection for the Fire Duty.Then,how to effectively evaluate the personnel of the Fire Quartermaster Department.This is still a difficulty needing to be solved.This paper analyzes the existing problems of this department and teases the present situation and problems of the management performance appraisal system based on the referring to a large number of literatures.Then,combined with the features of the Fire Quartermaster Department,this paper constructs the improved performance appraisal index system of management personnel in the Fire Quartermaster Department using the Delphi Method and Analytic Hierarchy Process.Finally,this paper takes the performance appraisal index system as the core,proposes series of suggestions of the steps and feedback about the process and the results of the performance appraisal developed in the Fire Quartermaster Department to improve and perfect the whole process of the construction of the performance appraisal index system of management personnel in the Fire Quartermaster Department.The results shows that there are six problems in the performance appraisal,which include the weak sense of appraisal,the unclear appraisal objectives,the less of the objective appraisal,the lack of scientific evaluation system and the poor feedback effect of appraisal.Therefore,this paper constructs performance appraisal index system based on the Delphi Method in view of the current shortcomings,which includes three first grade indexes and the corresponding twelve second indicators.The first grade indexes respectively refer to the routine work,the emergency security and ideological level.Meanwhile,this research determines the weight of performance appraisal index according to the Analytic Hierarchy Process and uses the method of combining the quantitative analysis with qualitative analysis to construct the scoring standards and rules of performance appraisal index.Finally,this paper proposes some optimization suggestions for the implementation of the performance appraisal index system and the validity of the performance appraisal.The research results of this paper has a certain theoretical and practice reference significance meaning for the perfection of the performance appraisal system in the Fire Quartermaster Department.At the same time,it also broadens the research field of performance appraisal theory,and enriches the relevant theories of performance appraisal.
