Our country is in the special period of social transition, social phenomenon is more complex than before, the factors that can cause the public crisis are more than ever. With the development of new media technology and Internet technology, public opinion guidance of public crisis events become more and more obvious, in today's era of public opinion to guide the characteristics of research, found that public opinion triggered the connotation and essence of the mechanism of public crisis, for the occurrence of public crisis prevention and correct disposal of public crisis has important significance.In this paper, the comparison research method, case analysis and literature analysis method research methods for writing, through the analysis of the characteristic of network public opinion and network public opinion caused by public crisis factors, causes, process and consequences, and the government in dealing with the network public opinion and the lack of experience, proposed the basic ways of disposal of the network of public opinion on the basis of public crisis.
