As is difficult to obtain employment for postgraduates, how is the employability and competitiveness of graduate students of public administration? Compared to other management graduate students, what's the difference of employability and competitiveness of public administration postgraduates? What are the advantages and disadvantages of employment competitiveness of public administration graduate students? Based on the above questions, this study is trying to understand the current situation of the employment competitiveness of public administration graduate students through a sample survey and analysis of public administration postgraduates, business management postgraduates, engineering management postgraduates from four universities in Chongqing and employers with theoretical research and empirical research method.This study,combining with human capital theory and competency model, define the employment competitiveness of public administration postgraduates as the quality and ability to beat rivals to get a job, improvement in the work, cope with the a variety of changes arising in the work and achieve career success, including implicit and explicit employment competitiveness. Due to the employment competitiveness is a complex variate, can't be measured directly, this study extends the original model USEM, construct graduate employment competitiveness model consists of five elements: subject understanding, skills, personal qualities, meta-cognition, and influence, among which personal qualities and meta-cognition, under the iceberg, are the foundation and core competencies.This paper draw the following conclusions: 1 Employment competitiveness and the other five dimensions of ability of public administration graduate students can be increased with experience accumulated; 2 The level of employment competitiveness of public administration graduate students is related to the development of Public Administration in universities, and the university with more mature development of public administration, from which the higher employment competitiveness of public administration graduate students; 3 High employment competitiveness of public administration graduate students prefer to go to the government departments with fierce competition; 4 Compared with other management postgraduate students, employment competitiveness of public administration graduate students is a litter higher, and its advantages lies in personal qualities and influence, but the specialty recognition of public administration postgraduates is lower, who lack planning in specialty, and their practice abilities and skills are also need to improved.
