Our country is the most populous country in the world.The huge population brings abundant human resources to our country but also exacerbates the employment pressure in our country.In recent years,the pattern of China's economic growth has gradually changed.The reform on the supply side has been deepening.The whole industrial structure has undergone a reform which is likened as “emptying the cage,removing the bird”.In this process,however,the employment situation in our country is increasingly grim.As a basic system of the modern country,the public employment service system plays an important role in solving the employment problem,expanding the number of employments and improving the quality of employment.For a country where employment pressure is exceptionally high,a sound system of public employment service plays an irreplaceable role in building the labor market,sustainable economic development,and social harmony and stability.This paper centres around "Law of the People's Republic of China on Promotion of Employment" to discuss the improvement of legal system of public employment service in our country.This paper consists of four chapters.The first chapter starts from the public employment service system and the "Law of the People's Republic of China on Promotion of Employment" itself.Through analyzing the law's legislative purpose and the function of public employment service system,the status of the public employment service system in this law is clarified.Analyzes the important role of public employment services in promoting employment through relevant data and theories,trying to construct an evaluation criteria of public employment service system.The second chapter evaluates the role of public employment services in practice and finds out the problems in the process of assessment.For convenience,I selected three key subjects-college students,migrant workers and the workers in over-capacity industries.The three chapter dissects and summarizes the problems in the third chapter and categorizes the problems by further investigation and research,including: the lack of legal norms in public employment services;the blurring of the position of public employment services,;the inaccurate division between the public employment services and the employment intermediary services,the ambiguity of the government's responsibility in public employment services.The last chapter focuses puts forward some countermeasures in targeted manner,including: change the policies to laws;define the position of public employment services;nail down the functional division between the public employment service agencies and professional intermediary service agencies;specify the government's responsibility in the public employment services.
